lose fat & tone down muscle?


im 15 1/2 and i used to be a swimmer. i used to be very very skinny before i turned 12, and after that, i started to gain muscle. my shoulders are really and i have strong arms and legs and calves. BUT im quit (partly because that i was too “buff”) and gained a little bit of fat.
(My body structure is kinda similiar to my dad… and he has bulky muscles)
So that fat is basically ‘over’ my muscles… such as a litte bit of arm flab, a thin layer of fat over my stomach, on the inner thigh…
i weight 135 right now (ppl say i look lighter) and i woud like to be 15-20 pounds lighter in 17 weeks.
- possibe?
- what should i do to TONE DOWN my muscles (while loosing fat)?
